حکمرانی مشارکتی در بستر فناوری‌های نوین

چکیده

هدف: هدف پژوهش حاضر، تبیین ابعاد و مؤلفه‌های حکمرانی مشارکتی در بستر فناوری‌های نوین با رویکرد مرور نظام‌مند مطالعات اخیر و تحلیل مضمون کیفی است.

روش‌ها و مواد: این پژوهش از نوع کیفی و مبتنی بر مرور نظام‌مند ادبیات علمی است. جامعه پژوهش شامل کلیه مقالات علمی منتشرشده در حوزه حکمرانی دیجیتال، مشارکت شهروندی، و تحول فناورانه دولت‌ها در دهه اخیر بود. با استفاده از معیارهای ورود و خروج مفهومی و دسترسی به متن کامل، دوازده مقاله منتخب از پایگاه‌های Scopus، Web of Science، ScienceDirect و Google Scholar انتخاب شد. داده‌ها با نرم‌افزار Nvivo نسخه ۱۴ تحلیل و تا رسیدن به اشباع نظری بررسی گردید. تحلیل داده‌ها به روش مضمون‌کاوی در سه مرحله کدگذاری باز، محوری و انتخابی انجام شد.

یافته‌ها: نتایج نشان داد که حکمرانی مشارکتی دیجیتال بر سه محور اساسی استوار است: ۱) زیرساخت‌های حکمرانی دیجیتال شامل داده، فناوری، حقوق و سرمایه انسانی؛ ۲) مشارکت شهروندی و شفافیت تصمیم‌گیری با تأکید بر اعتماد، پاسخگویی و اخلاق گفت‌وگوی دیجیتال؛ و ۳) نوآوری نهادی و تحول حکمرانی از طریق نهادسازی فناورانه، رهبری دیجیتال، و عدالت فناورانه. یافته‌ها همچنین بر اهمیت اخلاق الگوریتمی، عدالت دیجیتال، و بازخورد مستمر شهروندان در پایداری حکمرانی تأکید داشتند.

نتیجه‌گیری: بر اساس نتایج، حکمرانی مشارکتی در بستر فناوری‌های نوین تنها در صورت هم‌افزایی میان فناوری، نهاد، فرهنگ و سیاست‌گذاری داده‌محور تحقق می‌یابد. دولت‌ها باید از دیجیتالی‌سازی صرف خدمات فراتر رفته و با توسعه ظرفیت‌های نهادی، آموزش دیجیتال، و شفافیت داده، زمینه مشارکت واقعی شهروندان را فراهم سازند.
