Human Resource Management in Smart Organizations: A Review of Emerging Paradigms

Objective: This study aims to identify and analyze emerging paradigms in human resource management within smart organizations, focusing on the role of technology, leadership, and organizational culture in HR transformation.
Methods and Materials: This research is a qualitative systematic review based on the analysis of 12 selected articles published between 2015 and 2025. Data were collected exclusively through literature review of scientific publications, and qualitative content analysis was conducted using Nvivo 14. Open, axial, and selective coding processes were employed to extract main themes, subthemes, and key concepts, with analysis continuing until theoretical saturation was achieved.
Findings: The results revealed that HR management in smart organizations is built on three main dimensions: digital transformation in HR, smart leadership and learning, and data-driven and agile organizational culture. Smart technologies, employees’ digital competencies, and organizational learning play a central role in enhancing agility, innovation, and organizational performance. Additionally, transformational and digital leadership, knowledge management, employee well-being and motivation, and smart employer branding were identified as critical factors for organizational success. A data-driven culture and adherence to digital ethics also strengthen trust, transparency, and organizational learning.
Conclusion: HR management in smart organizations serves as a bridge between technology and human capital, with its success dependent on the integration of data, human competencies, and organizational culture. Leveraging emerging technologies, developing digital skills, and fostering transformational leadership and a learning culture are essential for realizing smart organizations.
